Londo needs to be more, yes: he has this romantic idea of the past, and in this moment he seems to gloss over the "dark side" of the return to power by his people. And when he will see that, it will be too late to turn back...
Ladira's visions: I guess they are much like Lady Morella's prophecies - you can interpret them in different ways, depending on the angle you are watching them from. What she sees in her visions might be the alternate future we'll glimpse in "Babylon Squared" and "War Without End", but somehow, seeing that lone shuttle that leaves before the explosion, I think mostly of (sniff...) "Sleeping in Light".
